this reminds of something that happened a couple years ago i was in Jacksonville FL, visiting family there was a bad storm coming through & i witnessed what looked like a tornado forming, almost directly above me! but it never actually developed into a tornado
you could see the clouds extending downward, swirling around in a circular motion at a somewhat rapid pace.
i have to say it was just as exciting as it was scary.
