Is there a way to make the atmosphere totally clear? I feel like I'm missing something but even turning Haze Density to 0 still shows significant amounts of haze.

The Blue Sky Density also appears as a sort of "haze". Setting it to 0 will make your sky black though. TG's atmosphere model is weighted toward the realistic, so you can't really get rid of haze entirely without getting a black sky. See here for a post from Matt about it:

That being said, if it's really a necessity (and you don't want to output render elements and deal with it in post), you could consider scaling down your scene significantly to where the foreground haze will have minimal effect due to small distances. There may be other problems with this approach depending on the rest of the elements in your scene though.
