Very sad case. I think in any other country the police would have tried to disable the car first. As you can see in the video they were pretty much surrounding the car with their weapons drawn. Now a child will grow up without her mother....
Mentally unstable people get shot here all the time, often times only for wielding a knife. I can only shake my head.
