Two things. First, consider moving the sun at a position and altitude closer the right/center such that it would be partially into the cloud but exposed. And, at a lower altitude. Now, you'll put more light on the water. This shouldn't affect you nice rocks.
Next, lower the waves (minimal) and increase roughness. Do what you can to effect 'wind patches'.
