Wouldn't it be a lot easier and cheaper to buy something like Video Copilot videos or other videos, or rent a dSLR and shoot it yourself?
Designing these clouds is extremely difficult, not to mention animating them after that.
On top of that it would take much time to render them, since these type of clouds usually require high volumetric density settings for rendering and they also require quite large cloud depth settings, since they're tall clouds. This also adds rendertime.
Once you have the cloud design done you run into this rendering issue when animating the settings.
Testing your animation requires many low-res low-detail render sequences, but they still aren't fast with this type of clouds.
Rendering these for final definitely needs to be done on a farm if you want decent low noise quality and 1080p HD.
So all in all quite a hassle and not cheap.
It would be much faster and cheaper if you would find some footage and use that as a background.
I'm not being a defeatist here, but a realist.
But before I completely shoot this, I'm still curious to hear though what you REALLY want...
Full HD?
Moving camera?
How much cloud movement/boiling? (a complete cloud swell or just a tiny bit of swell/movement?)
How long does the animation need to be?
