ground smoke

hi  :)
i have a question about creating smoke like the attached image.
i add a cloud layer with ground position and mask that with a  simple shape shader but my smoke limited with a cylinder.
i  know i can use redirect to simulate some random transform but i dont want to limit that.
can you help me to solve this problem.
