It takes a while to get stuff to do what you want but TG2_3 is the best software I've run into for almost all my rendering needs, in addition to it's stellar abilities of creating almost any world you can imagine. The thing that needs work in this is the veg dispersion but that comes with time as you figure out the various controls, ie: height and slope controls etc.
