sit on lake impossible?

I wonder why this is; if I have a population (of gulls) and want to have them sit on water, I can anchor it to the lake object. But it won't work. Only if I direct the wave displacements to an extra plane, I can anchor to that plane. It works good (disable plane before rendering), but I wonder why the lake is impossible to anchor to.

Dunno what the problem is, first try and all I had to do was lower the duck's center -0.01 to get them looking correct on the Lake object.
