Thanks for the link Klaus. There's been no announcement regarding the end of pre-purchase pricing as far as I'm aware but I've also not heard it's going to be delayed either. So I guess it's still coming out tomorrow unless we get a (very) late message that's it's been delayed.

You can purchase Terragen 3 now with 1 year included maintenance and get a guaranteed upgrade to Terragen 4.0 when it is released in Q2 2016.

BTW the pre-order page still says TG4 is going to be released in Q2 2016, might want to change it to beta access rather than release if that's what's happening.
