I could be wrong, but I understand the standard NATO flair dispenser (Depending on model and manufacturer) fires around 26 I/R Decoy Flairs but aircraft normally carry many of these dispensers that depending of aircraft type are either built into the airframe or are fitted as pods to one of the external attachment points on the aircraft .
There are selectable rates of deployment and different firing patterns on most types of flair dispenser which is normally allowed to be selected automatically by the I/R Threat Detection System of the aircraft. You can get dual use dispensers which in addition the flair dispensers also have chaff (Called Window in WWII) dispensers as well for use against Radar Guided Missiles.
