Well I leapt before I looked....not .tgo as before but one solid .obj and a .max...If someone manages to break this up please message me as I've lost my ability to break up .obj since my architect pal moved west....

    What I am doing is this:
    Open object file in Blender 2.78

    • Identify people
    • Select a person
  • Edit mode create new texture and assign by appropriate texture
  • Move person to new layer as I complete each one
  • When all are identified and textured in above manner save file
  • Open new Blender file
  • From file Append object ,mesh, texture one at a time with new file for each object
  • Export each object as I go, naming etc, etc
One down, several to go!
Edit: you would of course do the usual apply location, rotation, scale once you have appended and adjusted....
