Going through and doing some tests, I'm not sure the prepass and render times are really worth a v3 total overcast.
However what I did find is you can use a v2 for the main hazy overcast, and than use a v3 cloud layer that isn't as dense; contrast 0.5 coverage 0.25 to create some nice v3 "accents" for your total coverage overcast.
