The technology preview should work fine under Vista. We have tested installation and operation under several configurations and the only notable issue is occasional display problems with some graphics cards and drivers.
It's possible you have a corrupted download (make sure your file size is exactly 3,260,416 bytes). You may also have to run the install with Administrator privileges.
