Populations outside the boundary

I have come across several scenarios where the populations go outside the population boundary or population area....

any ideas??...

I've seen the same thing.  By playing around with this, I have only figured two things -

1.  It's necessary to put the last shader into the population.
2.  Even with #1 in place, I've seen strange, excessive, extreme or out of kilter displacements cause the objects to settle all over the place.

Hence, I think it's because of the displacements.
So this is Disney World.  Can we live here?

I have seen this as well; however, the distant images are hardly visible.

This may be due to object offsets. What does it look like from a lower camera angle? Perhaps a look at the .tgd would help to see if it's a bug or not.

Is the population centre a long way below the surface of the terrain? Possibly parallax errors? (Would have to be a big difference in altitude)
If you measure the spread of the objects does it match the size specified in the population?
