Sometime next week I'll be taking delivery of a new beast, an msi GE63 Raider. 8) ;D  32GB RAM, NVidia RTX2060 w/6GB

My question is this: in order to move Terragen over to the new machine, is there a de-activation procedure I need to follow? Or is it sufficient to uninstall Terragen on the old laptop?

Yeah you just need to uninstall it on the last machine (especially if you plan to sell/gift it away), and then just install it on the new system. I am pretty sure TG just needs a active internet connection when you add the key (? ? ?)

Yup, got a buyer already for the old one. Clearing off all the apps that aren't free is taking a lot of time, cos some software seems to have tentacles all over the place, and Daz file structures are totally from Hell.

Thanks for the advice, WS! :)

If it's a Windows 10 machine, you can "Reset This PC" and it will factory reset it.

If it's a Windows 8 or Windows 7 machine, it should still qualify for a free upgrade to Windows 10, which you should be able to use the option to wipe all files from the PC. It is legit, and genuine, Microsoft just isn't advertising it anymore but also realize it's a crucial way to bring users new software through their microsoft store.
