we used to drive by this pace when i was a kid
i downloaded the DEM of the peak
the Natives on horses are a .stl
i painted them in blender
and moved the legs around

You could paint a mask for the dust where the horses are. Or make dust first, and edit your horses so they sit in a dust area.

Yes, dust, more details in the mountains...
And a much more dramatic sky would be better.
Your rendering looks somehow flat...
