I've got an idea that might work just using a merged white layer with the water layer. It works quite well but is not very controllable i.e. its random and only looks good on large areas. I need to get to grips with using masks to control where the wave tops/froth/surf is placed.
I'll post results later - quite busy with other things at the moment.
