Make sure your Opacity is set to 1, too.

Another thing, which looks exactly like what you've done - make sure on the Images tab that the Image Projection is Through camera.

Thank you calico! Setting the Image Projection to Through camera fixed it. Can you explain why this has to be?

Only explanation I can figure out is that the way you see the image in the preview window is how the background will be perceived.  Not very technical, indeed.

when you use the projection camera, the picture is project like that on the world.
