what is relationship between lake 'height' vs center 'Y' setting?

I'm getting mixed results. Height is supposedly the controller, but my render seems more responsive to the Y of the lake object.
What should I look for?

I think it depends on where the center of your lake is, near the world 0/0/0 or elsewhere.... but that's all I can say about it.
