Title: Ice and snow

I'm trying to create a fantasy scene. and want to ad a layer that looks like ice across rocks. Not the sort of opaque ice, but something with some transparency so you can see some of the rock through itand maybe swirls of white, on  the edges with a fresnel effect.
currently playing with a default shader without much luck.

Any thoughts or tutorials out there?

Alright here is an example I came up with. The fractal breakup may be a bit too rough.
