Haha, indeed, this is Venice. A funny smelling, flooded city in Italy with wet cellars (I reckon) :)
And historically people celebrate carnival in these masks. There was a time before 1800 when carnival in Venice became so grand that people started wearing masks even outside the carnival season. Among other things, poor aristocrats wore masks while begging for money in the streets. At least that's what I learned about it.
