I have been working with a lake with 4 surface layers.
base color is dark grey.
surface layer 1 is lighter grey.
surface layer 2 is white, very high elevation. > 3500
Surface layer 3 is lighter green near tree level. 3100 > 3500
Surface layer 4 is dark green elevation lower elevation. < 3100
lake at 3207, water level 3625 (? not sure what this is really doing with water level, my camera is at 3215)
With surface layer 4 off, everthing works great.
Turning on Surface layer 4, the reflected images on the lake are green.

Unfortunately this is a known problem with the reflection system. It will definitely be fixed in a future update. In the meantime you can try changing the Slope Key in the Slope Constraints tab of your surface layers to Terrain Normal. This may or may not help.

In addition to Oshyan's suggestion, something that has worked for me was to Check the "Use Y for slope" Slope Key in your Hgt and slope constraints tabs for all your surfaces.
