Is there a way to fill a object with a cloud fractal?

Not at this time, no. You can use localized clouds and image-based masks to approximate many shapes, but object-guided cloud shapes are not currently possible.

darn, had a idea to use them as shapes for large thunder storms, trying to get something along the lines of the image below
using multiple cloud layers slows the render hugely, i dont need it in esspecialy high detail i just would like to be able to see storm shapes like that from orbit height

you could try to use image maps, especially when you view from "above"
