Please disregard - I found it.
In the WIKI, TG Import-Export Reference, Import,Terrain Formats - it says that .TER files can be imported. Now There is no .TER available under the File>Open or File >Import. Is there some hidden way to do this?

Heightfield Load is how you load a .ter file. You can find this on the Add Terrain button at the top of the Node List in the Terrain layout.
