Yes, textures definitely need improvement. Also, why don't you try making the smoke more random? You can do that by creating several, small, localized layers of black clouds - I used that method once when rendering air battle and it looks cool!
Agree the texturing needs work but this is pretty darn cool!

lol, ok, I see that the flying ships are the same design, and those are clearly not real so I should have known. But the boats are are kinda plausible in some ways.

IIRC the name of the game was Red Alert. Could be wrong as hell though. ;)
