I would have guessed that the Chinese would have already done this. It is not because they have advanced technology but because they lack the moral restraint that the rest of us have. Because the average Chinese citizen has no vote in government it is a natural consequence that they won't have any recourse when they discover that their government has screwed up their genome. It is the communist way for a faceless body of unaccountable people hiding in secrete agencies to determine the future of everyone else without their consent or knowledge.
