Title: Underwater Reflections and God Rays

I know this has been covered a lot, but I can't seem to find any topics closely discussing the actual solutions more then the ideas which aren't leading me far. I have heard settings mentioned I don't even know about (or part of Terragen 1)

Basically, I want some lighting effects on the sea floor, as well as scattering effects through the water.

Currently the setup is dense atmosphere, a krill/phytoplankton/debris cloud layer, and a sub-surface denser cloud layer which doubles as volumetric aspects of the water surface from above (sorta)

What sort of setup would allow me to achieve underwater effects, as well as above water looking normal?

Little trouble getting larger krill like debris, may just need to add in another cloud layer with larger particles.
