I know there is an old technique for making the moon like this but I cant seem to find it....

I err "think" this is just done in photoshop where an image is just added over a glowing light source.

In that case I'm fairly sure it's postwork, however you ought to be able to get a similar effect by using a planet object, an image map for the moon (probably Through Camera projection, unless you have a spherical map of your moon), and probably a light source behind it for the glow. I suppose you might have to make the texture luminous as well, through a Surface Layer or Default Shader luminosity channel for example.
