I'm looking to create a google earth type of thing for a fantasy world. Would Terragen 2 be able to assist me in this. I would like to be able to start with a view of the planet then zoom in to a ground level look.

If you want to create a planet zoom-in, it's been done a few times by others here and you might need to learn about creating a believable planet from above and at ground level. nvseal has a good tutorial in this respect to head you in the correct direction.
