I think it's a photo. They do not know how to use HDRI. I see lots of these on Flickr.
When HDRI is used well, it looks fantastic. If it's not or the monitor (like mine) sucks, well....

take a closer look at the cliffs, also the difference in focus of the trees on the left.

I don't want to sound like a smart guy(?) but the rocks on the Mountain  and especially the left part like Cyphyr said are not so good.
For a mattepainting that you see for 2-3 seconds it would maybe enough but as a image itself it is not so good.

Edit :  Njeneb i think your monitor is hiding the bad things from you. Brighten this image artificially in a photo editor you will see what i mean.

yeah this matte painting aint great i see a lot of flaws in it

I put some green film over my monitor. Now it's all monochrome. ;D

I've been proofing my images and checking color against actual photos on my TV using the PC input. They seem fine. It could be the rebuilt Radeon x1300 video card. It's not the best...
