population restrictions?

Is there a way to restrict populations to a certain hight or angle like the surface layer shader?

create a 'distribution shader'
go to your population tab and click on the 'use density shader' and select the 'distribution shader' you just created.
now, with the 'distribution shader' you can limit the population by height or slope... and you can use the 'Fractal Breakup' created with the 'distribution shader' as a blending mask of this 'distribution shader'.
