The grasses look quite good. I wonder how much more detail can be achieved without making the poly count very high?

well, I think there are more or less only two options:
-brute force
-dynamic tesselation

And then we need a dew distribution algorithm  ;D

what about some very high res scans for the textures?

I have Walli's 'The Noble One' and the 'Sweet Seduction Cherry Tree'. Both are superb models. So judging by these two, I think Walli can produce the grass he has in mind. The thing which came to mind while I was at work last night, thinking about it, was the translucency that Terragen 2 currently uses. I don't really know how to set it for the best result.

I think apart from geometry it indeed boils down a lot to shading. Apart from translucency another effect you often have is a different upper and lower side and also very important hairs. On some leaves they are barely noticable, but they give the real leaves some sort of fuzzy glow, especially around edges.

Of course you also have to keep in mind if you need it for closeups or for mass population, in mass populations we would need to simulate other effects (large scale color variations, "deformations" caused by terrainshape and so on.)

It may be necessary to create at least three different models then. One for each need. Tiny Fake stones with Blend as density selected could provide the hairs on the grass blades maybe.

Can the Wavefront obj or tgo handle single edge polygons? These could provide the glow you are interested in reproducing.
