Hi Nick, that image was created in-house at Planetside Software by Matt Fairclough, our fearless leader. It's actually a fairly simple setup with the built-in Alpine Shader procedural displacement node, combined with some effective (but also simple) texturing. If you'd like more information let us know, we could probably provide you with a sample scene to get started. There are also many commercial artists here who could take it to production with you if needed.
