I did a search............didn't find anything.
Is it possible to populate a water plane, and have that population follow the displacement in that plane? Any help would be greatly appreciated.

Yes. If you leave the plane completely flat and use a Power fractal for displacement for example over the water shader then using that same Power fractal shader displacement can be applied to the population sitting properly on top of it.

Or just use the lake. In this one I added Ade's sea foam 2 .tgc to spice up the water.
