TG4 - Does bloom only work on specular highlights?

Here's another test of the render bloom feature in TG4. It appears the bloom only effects specular highlights, not luminance. As you can see, the building lights do not bloom at all. The lights are an image map in the luminance channel in the default shader.

Has any one gotten different results with bloom?

The bloom simply works on pixels - it doesn't know anything about the shaders that created those pixels. Brightly lit objects will create bloom, reflections/highlights will create bloom, luminance will create bloom, bright clouds will create bloom etc. The sun creates bloom because it is rendered into the image as a very luminous object.

It won't be noticeable if the pixels aren't very bright, unless they cover a large enough area of the image that they add up to a lot of light. If you set luminance much higher you should see some bloom. A value of 1 isn't very bright.
