trees and vegitation

I haven't used Terragen 2 yet but I was wondering if it creates trees and vegitation.

No, you can't create trees and plants in Terragen itself - but you can use plants from XFrog or Arbaro. Simply export them as wavefront .obj files
You may as well use the open source software blender to create plants and trees (and of course other models). This works very well, also with textures....

Ok, so you are saying that you can say model a tree in a 3D software export it as and .obj file and import it into Terragen 2 to cover your terrain?  Sorry, I'm new to this.  :-\

There are a number (quite a few by now) of trees, bushes, and ground cover already been made available that have already been converted into TG's native format.

Yes, you may import wavefront .obj and lightwave .lwo ( I haven't tested .lwo by now)  and use them either as single object, or as an population. Population means that you can distribute the object all over your planet (several million instances are possible - but I'm not sure how many in fact - I have to search for the info)

As far as I know theres no programmed upper limit but you will run into memory restrictions with lower powered systems. The more RAM you have at your disposal the better.
