Would terragen be the right software to do this?

I know that terragen is supposed to be procedural and later I am exporting it to roblox studio so would this be the right software to use so I can get the basic shape export it as a heightmap w/ colormaps and then edit the fine details with sculpting in roblox studio? Thanks for any help.

well for starters you'd have to clean it up in a paint program unless you want all the text. Then save as a greyscale is what I'd try.
