Is there a way to georeference orthoimagery in the same way a .dem can be?

Unfortunately not yet. If you can read the georeference values in the file, I would create a heightfield with the same settings and then use a camera projection to visually line up with the heightfield.
Just because milk is white doesn't mean that clouds are made of milk.
