normal .png to terrain

I found  very detailed normal map .png files at Celestia's site. When I download the Mars folder, there are a couple dozen photos in folders labeled for different levels.(Level 1...) I was wondering how I apply this to a Tg2 planet. For example, do I create image map/  displacement shaders for each picture in the folders? And how do I know how much displacement to add for each picture? I hope you all understand my questions. Those look like a format best suited for Celestia. They're in normal map rather than displacement/bump map format, and they're tiled in a way that probably works great in Celestia, but would need to be manually aligned in TG2 (challenging and time consuming). You might want to try either a full planet Mars displacement/bump map, or Mars MOLA data (TG2 has a native MOLA map shader).
