This on a 64 bit Vista installation - I get GetActiveProcessorGroupCount could not be located in .. KERNEL32.dll it crashes on startup so I can't test anything else.
It also crashes when run under Wine/Linux but I guess you're not so concerned about that - I could send a traceback if wanted!
