How can I make the sunlight be stronger on the ground and vegetation
wihtout affecting the sky and clouds?

You can try adding a lightsource on the ground,go to lightning > add lightsource > light source

If you are using Global Illumination just increase "Strength on Surfaces" in the Enviro Light options (note: you can use values greater than the slider allows by typing them in directly).

But isn't that only for the environment light?
I will post an image soon and try to explain what i mean. Only waiting for the render to finish.

The Enviro Light is responsible for creating the primary light that the GI system uses to calculate bounces. Hence those controls adjust the way GI will affect the scene.
