So I am planning on purchasing Terragen 3 Creative in the next month or so.

I am currently evaluating the Terragen 3 using the free version. If anyone can help me with answering these questions it would help me allot.

My use case -

I am planning on making terrain for Games with Unreal 4, making non commercial maps, and modifications for ARMA 3 in my spare time.

Anyway my questions -

1. Can Terragen 3 Creative edition mass export tiled terrains?
2. Can Terragen 3 Creative define an filename and a unique X and Y coordinates on export in the file name?

For example:
Filename_x-0_y-0.r16
Filename_x-0_y-1.r16
Filename_x-0_y-2.r16
Filename_x-0_y-3.r16
Filename_x-1_y-0.r16
etc.

3. Can terragen export in the in the .R16 format?
4. Can terragen export weight maps? Not sure what these are called normally but it is basically a mask that tells a game engine where to put texture data.
5. Can Terragen export a Colormap / Splatmap in tiled chunks as listed above?

Thank you for your time,

Well, here is the thing. No.
Get Unity. TG is not going to be good for you based on what you wrote.

That is the short answer.
It has been eaten.

Unfortunately the answer to all of your questions is no. Terragen can be used for game asset creation, but that's not its strongest area. You would be basically limited to exporting heightfields or geometry (OBJ), without textures, and using top-down neutral lighting renders to get any texture export.

Judging by your stated needs, I think you might want to look instead at World Machine, L3DT, or TerreSculptor. World Machine and L3DT in particular are well setup for tiled output, I believe, as well as texture output and other output types.
