2 clashing parameters? environment light

Atmosphere, Tab lighting -> Enviro light
Lighting -> Enviro light -> strength in atmosphere

I set the first to 0, env light was removed, then I kept it at zero and increased the second to 10, env light reappeared, while the atmosphere says "don't give me any enviro light", the lighting says "no, you will get it even if you were given a 0 because I was given a 10".

What is the love hate relationship between these two parameters? doing the same thing?
is it like one light bulb with two switches?

That sounds like a bug. I'll see if I can reproduce it.
