That would've been my suggestion too. Hm. Had this problem some time ago. Anyone knows what to do? You look for bright spots like specular highlights, don't you?

For clouds glow, there is a setting (I don't have the program in front of me) to control the amount of sunlight in the cloud.  Also, more GI will attribute some strength to your glow, once you figure it out.
So this is Disney World.  Can we live here?

That'll be mostly in the 'atmosphere' node settings.
You can raise the red sky decay, cloud GI colour, or even cloud colour itself, if you want natural cloud, though, leave the cloud colour a shade of grey, the atmo will do the work for you. I have an almost identical cloud to this(although, Frank will always rule the skies around here, ;))... http://forums.planetside.co.uk/index.php?topic=4833.0

It's the atmosphere that provides the overpowering colour. And a low, strong sun, obviously.
You can boost the glow sliders well past their maximum by just keying in a number, aswell. I think I did this here, too.

Starting with the default cloud colours, just increase the density setting to give darker shadows and more defined edges.
Just because milk is white doesn't mean that clouds are made of milk.
