Because RAW does not carry and "scaling" information (i.e. how many meters each pixel represents), when you import a RAW image it sets it to certain default values. These values may be different from the actual values you used when generating it. Saving to .ter format will maintain scale info and will re-load exactly as it was saved. Alternatively you can manually record the scale info for the terrain when exporting to RAW and change it after importing the file and it should work correctly. However if you don't need to edit the file in an external program then .ter is the recommended and "native" terrain format.
