water shader level

I want to make an entire world divided by oceans. How do I connect a water shader to a surface layer or some other shader so that there is water below a certain level.

You will have to duplicate the planet (the planet will have nothing done to it yet.) Now increase the size of the duplicated planet slightly. This become the ocean. The original planet can now be surfaced normally (but with very large fractals) The ocean planet get the water shader.

But then you'll have 2 atmospheres. Here's what I do:
Surface the planet normally.
Add a sphere object.
Put it at the same place as the center of the planet. This should be x0 y-6.378e+006 z0.
Change the radius to 6.378e+006. Now it's the same size as your planet. On the "Surface Shaders" tab click the button next to where it says "Default shader 01". Go to Create new shader and under Other surface shader click Water shader. Now you have a sphere of water around your planet.
They just issued a tornado warning and said to stay away from windows. Does that mean I can't use my computer?
